Freehold ownership in Oman: a guide for expatriate buyers

How Integrated Tourism Complexes work, where expatriates can buy freehold, and how property ownership can link to residency.

2 min read

For many years, owning property in Oman was largely reserved for Omani nationals. Today, expatriates and overseas investors can buy freehold in designated areas known as Integrated Tourism Complexes, commonly abbreviated to ITCs. This guide explains the basics in general terms. Rules and thresholds change, so please confirm the current requirements before you commit.

What is an Integrated Tourism Complex?

An ITC is a master-planned community that combines residential, hospitality and leisure development under a framework approved by the government. Within an ITC, non-Omanis may own eligible property outright, and the title is registered in the owner's name.

Where can you buy?

In and around Muscat, well-known examples include Al Mouj Muscat, Muscat Hills and Jebel Sifah. Each offers a different lifestyle: a marina and golf waterfront at Al Mouj, a hillside golf setting at Muscat Hills, and a coastal resort town at Jebel Sifah. Our listings flag freehold properties clearly so that you can filter for them.

Residency linked to property ownership

Buyers who purchase eligible property above a minimum value set by the authorities may qualify for a residency visa linked to that ownership. The exact value, duration and conditions are determined by the relevant government bodies and can be updated, so we always recommend verifying the latest rules with the official authorities or your legal adviser.

The buying process in brief

  • Choose a property in an eligible ITC and agree the price
  • Sign a reservation or sale and purchase agreement and pay the agreed deposit
  • Complete legal checks and any developer or community approvals
  • Register the transfer and receive your title documents
